In order for you to get a Chinese visa in Bishkek you must show them that you are not trying to get to Kashgar (because of the problems there). what I did (and most other travellers) was to book a flight and accomodations in Beijing.

We made our Tajik visa in Tashkent, Uzbekistan. the embassy (Abdullah Qahur AttaVI 61, 11AM-1PM Monday-Friday) is not too far from the Tashkent (train station) metro station.
